This is an important, but also controversial topic. The reason behind it, it’s the fact that each ET civilization interested in the fate of Earth, has a pretty different way or strategy to conceive and therefore to face the problem.
However, it’s commonly accepted by them all that the terrestrial population has lots of issues and that most of these issues are of spiritual and mental origin. I won’t turn around the matter too much: the 99% of the appearently human population on Earth is far less evolved than an average terrestrial superior animal. This means that the birds that fly in the skies, the mamals which walk on the ground or swim in the sea, as well as many reptiles species (for example turtles and tortoises) are spiritually far more advanced than any bipedal being you can see walking down the street of the majority of the so called civilized countries in this world. This means that cats or dogs can be more advanced and inner developped than their owners… Which is quite ironical and dramatic at the same time.
For sure all these animals (both domesticated and wild) have a far more evolved emotional intelligence of any average “human” today. But still, the so called humans consider themselves the most superior species on the world and a self-styled heaven’s marvel, where actually often they are no more than evil imbecil demons. This is how “humans” appear to the stellar civilizations (we are talking about civilizations which are several milions of years ahead from all points of view). However, benevolent civilizations cannot laught at this situation on Earth. Only neutral and regressive ETs can consider it funny, but why do they consider it funny? Because they have some kind of advantage if things remain in this absurd way till for long. They see the evolution of terrestrial humans (as well as the evolution of any other species) as a threat to their own interests, because the new emerging civilizations can become their competitors… And they do not want that to happen.
But actually the benevolent ET races cannot laught at Earth’s population… It’s impossible for a compassionate being to do that. They feel a mix of anger, disappointment, sadness, discomfort and also a sense of powerlessness, because in many cases they would like to intervene to fix or help, but they cannot do it. Many times they are prevented to intervene because of issues that reflect the complexity of the Galaxy, such as:
– galactic bureaucratic quibbles;
– old court matters waiting to be sentenced by galactic tribunals that meet only once a million of years (like the “treebeards” in Tolkien’s Lord of the Rings);
– political filibustering of self-styled neutral races attending the galactic councils;
– the reluctance of many interstellar civilizations which refuse to intervene with the excuse of the Prime Directive,
– the constant threats of the hostiles (the Cabal, Reptilians and Tall Greys) to blow up the planet if anyone dares to meddle in what they consider (inappropriately) their business;
– the Federation’s habit of relying too blindly on the predictions elaborated by their sophisticated quantum computers, which have repeatedly demonstrated to make mistakes, unlike, for example, the predictions elaborated by higher beings endowed with clairvoyance;
– being a minority in the council among those in favor of intervention or not having sufficient resources (especially militarily) to fight the enemies alone.
The Council of 5 particularly faced those problems in the last millennia. And they started to intervene anyway by their own and at their own risk, because they did not see any other alternative to save the planet and its inhabitants from the destruction which could have been resulted.
On the other hand the Federation of Worlds has never dealt with that (at least till now), because all the invasions that Earth has suffered in the last 12500 years were not direct or military invasions, but infiltrations that passed as contracts voluntarily accepted by the earthlings and/or their representatives according to their free will. In reality things did not go this way and more recently they discovered that many of these contracts are invalid because:
– the contracts stipulated by the negative ET races were not signed by the representatives of the earthlings, but by exponents of secret societies not democratically elected (see MJ12);
– the population was totally in the dark of these agreements (and therefore they were not in the position to accept or decline those agreements);
– the effects of those secret agreements (such as abductions and genetic experiments) were imposed on unaware people without any consent;
– the statements of certain hostile races about the fact that they were the legitimate owners of the planet, as they were present here in an era prior to the appearance of Man or, also, that they themselves were the creators of the terrestrial human species, are considered invalid, since they are merely the result of temporal tricks, i.e. of interventions carried out by them backwards on the terrestrial timeline, aimed at demonstrating their involvement in events that had not occurred before these same interventions through illegal time travels (carried out much more recently, most of them during the last century).
The Federation of Worlds is a sort of Galactic “Interpol”, i.e. a military galactic institutions composed by the space-armies of several interstellar civilizations charged to do Police-force tasks among the Galaxy, in order to prevent illegal invasions, warfare and piracy (it was established with these purposes after the Great expansion of Orion’s, i.e. the latest devastating galactic war). It’s not allowed to intervene in localized or internal conflicts which do not threat the peace of the entire Galaxy. Almost all the wars and militarized conflicts that happened on Earth during the last millennia, included the 2 WWs were caused or stirred up by hostile negative races, who infiltrated the human societies at many levels. Even this could be considered an act of war or an invasion in all respects, the localization of the conflict has led the Federation not to intervene. It was only when the first atomic bombs began to explode and the atomic splitting they caused damaged the universal quantum net and the structure of portals needed for interstellar travel, as well as destroying the destination sites of those portals (some located in the Pleiades), that the situation on Earth was considered alarming and worthy of consideration or intervention by the Federation, which, by the way, is composed almost entirely (if at all) of Lyran (human) species from the Pleiades.
I think that the mistakes made by the Federation were two: one in the past, that is, having left the Earth to itself, after the series of cataclysms that occurred as a consequence of the last galactic war (the same one that led to the total destruction of the civilization of Atlantis) about 12,500-15,000 years ago; a more recent one, i.e. the fear of triggering another galactic conflict with the Draconians, after discovering that they had once again settled on the planet, albeit illegally, subjugating its population.
In conclusion it could be said that the current dramatic situation on Earth is due to the fact that those who wanted to intervene to protect it or to free it (CO5 and related) could only do what they were able to do, due to lack of other support, while whoever could have intervened massively and possibly resolve the situation (the Federation), thought it was not the case to do so or woke up when lots of water already was flown under the bridge, so to speak.
At this time inevitably, the Federation has to face a changing in its policy, at least toward the Earth’s matters.
